No, no filter is necessary. The documentation site has just not been updated in quite some time, the documentation is a work in progress. ??

Kirki now automatically provides its strings to the theme without any further changes thanks to this file: https://github.com/aristath/kirki/blob/3.0.11/l10n.php

You can translate kirki right here on www.ads-software.com: https://translate.www.ads-software.com/projects/wp-plugins/kirki

If you need to export a .po/.pot file you can go to https://translate.www.ads-software.com/projects/wp-plugins/kirki/dev/en-gb/default and on the bottom you’ll see options to export the translations.
Or you go do the same for any language…
* Go to https://translate.www.ads-software.com/projects/wp-plugins/kirki
* Choose your language
* In the next screen you’ll see a table. Select “Stable (latest release)” there
* In the next screen scroll to the bottom to export the file you need.

Though I would advise you to just use the UI there to translate the plugin… This way other people in your country will also benefit from this.
