There is no need to do anything, it should do automatically what you describe.

The html in that gallery block does need a certain structure. What I see is an image inside a figure element.
I just created a gallery block here in the block editor, here it creates an image inside an a element inside a figure element.

I don’t know why there is no a element in your post. I do see that in the block editor, you can select the image in a gallery. Then edit the link from the popup menu. That link should point to the media file.
