Translations of this plugin to various languages are made over at https://translate.www.ads-software.com/projects/wp-plugins/user-access-manager
Once at least 95% of the strings from the Stable version of the plugin itself have been translated (and approved), a language pack will be generated and distributed via the upgrade function in wp-admin.
So the very best approach would be if you would volunteer some time and translate what’s missing. In the Swedish translation team we’ve got a document with style guide and information about the translation process and ways of communication. https://wpsv.se/engagera-dig/stilguide-for-oversattningar/
In the meantime, if you want to start using the part that has already been translated, you’ve got two possible approaches:
1. You can use the plugin https://www.ads-software.com/plugins/force-update-translations/ to force usage of currently available strings, including waiting strings. (That may be a useful tool to try your translations on your site even before anyone has had time to approve them.)
2. You can download the current translations and via ftp put them on your site. (I think this is what you tried to do, but you didn’t get all details right.) Important to note here is the difference between po-files and mo-files. A po-file is a text file format that we humans can (relatively) easily read and edit. But when translations are being used on the site, you employ the compiled format mo.
So:
a. Go to https://translate.www.ads-software.com/projects/wp-plugins/user-access-manager/stable/sv/default and at the end of the page export the translation in mo-format to your own computer.
b. Change the name of the received file to user-access-manager-sv_SE.mo
c. Upload the file to the directory …/wp-content/languages/plugins/
