How would i apply this code to a menu item

Hey, try this code:

#nav-second ul.sf-menu a {
color:#034ea2;
background: transparent;
}
#nav-second ul.sf-menu a:hover {
color:#333;
background: #ddd;
}

Just paste it into your custom css box in theme options > advanced settings.
