Howto setup hyperlinked anchors

What I mean by “hyperlinked anchors” is the ability for a hyperlink to connect to a specific point in the same or a different page. For example, wiki pages support hyperlinked anchors. In a wiki page there is a table of contents that, when clicked, jump to specific point in the same page.

In conjunction with scrolling this is very, very useful for longer documents.

If this is supported in WP, can someone point me to the documentation?
