htaccess from AO_htaccess_tmpl not being used

IF it helps, most are on Hostgator, PHP 7.1.x, WP 5.0.3, WP Super Cache in Expert mode (mod rewrite).

some questions;
* what happens when you remove the old .htaccess?
* is AO_htaccess_tmpl a file or a folder (should be a file)?
* is AO_htaccess_tmpl readable by the user under which the PHP-process is running?

Converting it from an htaccess file inside of the folder into a file has solved the problem..
