Why do you need an .htaccess file to install WordPress?

The codex gives instructions about the htaccess page here.

You don’t need any .htaccess files for the initial installation of WordPress. They come into play later when you start setting up a custom permalink structure.

I create an .htaccess file to put that code in it:

order allow,deny
deny from all

Options All -Indexes

<files wp-config.php>
Order deny,allow
deny from all
</files>

Is it really needed?

It isn’t mandatory, no but it is one of the recommended steps in Hardening_WordPress.
