HTML Anchor Page Jumps Smooth Scroll

Is there a way to add smooth scroll to html-anchor points, I followed this

Is there an in-theme way of doing this or am I going to have to write some custom js?

I would have thought this is the first thing a user wants after creating an anchor link.
