In WP admin > Settings > Excerpt, at the bottom, if the box for “Don’t strip any tags” is checked then it shouldn’t remove any tags.
The only reasons I can think of for those to be stripped is if by the time the excerpt content gets to our plugin to filter it, it’s already without the HTML tags. Or if the theme does further filtering after the plugin “returns the excerpt to WordPress”.
If you disable the plugin, do the tags show up? If not, then it’s likely that the theme strips them. In which case try a switch to a different theme (you can just use the Preview of a different theme in the WordPress Customizer, no need to actually switch), if the HTML tags show up then it is the theme stripping them.
