HTTP Error on Upload/404s all over the place in the Admin Panel

I’m truly getting fed up with WordPress: a recent installation (at 4.6) on Dreamhost.
It’s almost impossible to upload images on any of my sites, with them giving HTTP upload error messages. The stupid thing is, the full image and all the resizes are created and sitting in the relevant upload folder, so it’s not an upload issue: it’s what WordPress fails to do with the images once it creates them.
This has been getting worse and worse with each new build of late, much like the other problem of being redirected to the 404 page when doing Admin in the panel.
For me, WordPress 4.x has been a retrograde step: nothing useful added; lots of functionality failing.
