Huge Multisite network of Different Types of Websites

    Is it possible to build huge network of websites for public (i.e, same as WP.com) for different purposes (e.g., small businesses, restaurants, hotels, etc)? Why not people come up with one like this?
    Is this because it is not safe to turn on advanced customization and custom code editing capabilities that usually associated with commercial themes and plugins?

    Yes and people do use Multisite for that all the time ??

    Some themes have options for entering header and footer scripts, and some plugins (e.g., visual composer have options to enter custom html and javascriipt codes. Is there a way to let them write but filter for only safe codes?

    Yes, but you’d end up writing the theme. I would only use themes that already sanitize that output (or … well not at all, it’s dangerous stuff).
