If you’re comfortable with creating pages sans php, then yes I think that’s a good way to go. I am incredibly anal about structure and code, and found it much easier to create the look of my site first with a sample page, and then start adding in the dynamic parts later.
If you’d want to stick with the default and just tweak the look, you may find my WordPress Design Sandbox helpful.

and yeah, im very comfortable with design & layout, but im still learning css, which is the problem.
