Could you provide us with a bit more information on your setup?

1. Are you working on a localhost, or on a server?
2. Are you logged in as an administrator, or another role?
3. What version of WordPress are you using?
4. What version of PMPro are you using?

I believe this is related to a bug that was pointed out to us in IE. Here’s a link to that thread: https://www.ads-software.com/support/topic/newly-added-membership-levels-are-not-listed-anywhere. Version 1.7.2.1 fixes this issue, so you should be able to see all of your levels in IE now.
