I can’t create a blog with a particular name on WordPress.com

I can’t create a blog with the domain name that was used before. If this blog is deleted, then why can’t I create my own blog with the same name?
Are there any restrictions in choosing a blog name? Why can’t I create a blog with a name that is free from now on?
