make sure the path is correct – for example if you uploaded the files to a folder called blog, you will need to enter the path to the install file which would be https://yourdomain.com/subfolder/wp-admin/install.php

If you uploaded to your root try typing in the full path https://youdomain.com/wp-admin/install.php

Some say it works if you just put in the path https://yourdomain.com and it will find it for you if it is in the root, and the same if you place it in a subfolder by going to https://youdomain.com/subfolder/ I find it best to stick the whole path in

It has nothing to do with the database. There is a path problem as the error message says on your install page:
Warning: file_exists() [function.file-exists]: open_basedir restriction in effect. File(../../wordpress/wp-config.php) is not within the allowed path(s): (/www/htdocs/catblog/) in /www/htdocs/catblog/wp-admin/install.php on line 3

Where did you upload the wp-config.php file? Are you sure it is in your wp directory, i.e. in the main directory of your WP installation?

I looked around on Google and found several explanations for the error message you have (open_basedir restriction in effect).
I guess you should contact your host and ask them about it, because it seems to be related to how they set up PHP on the server.
Sorry, I couldn’t be of more help with this…
