    Use FTP or your web host control panel file manager and physically check what the file permissions are for your root htaccess file. Test trying to lock and unlock the root htaccess and check the file permissions and let me know that results. Example: Locked == 404, unlocked == 644.

    It is 404
    but When I changed it to 644 or other permissions, it gets back to 404.

    Ok now turn off BPS AutoLock on the htaccess File Editor tab page. If the root htaccess file is still automatically being locked then most likely your host is automatically locking the root htaccess file.
