    This is very strange: on the wp settings menu there’s not an enatry named “header and footer”?

    Unfortunately not.
    I use latest version of WP

    Hi, check if you have some plugin blocking the menu entries, like an extended permission plugin or like. The menu entry is added in a standard way, there is no reason to have it excluded from the setting menu items.
