I have no editor under Appearances in 3.9.2

I have just started a new freelance job. I have taken over the development of a new site and the previous developer has set up WP on a sub domain for dev purposes obviously to be transferred over to the domain once the site is complete.

However, I have hit a brick wall some with something that should be so simple… I’m trying to access the editor under appearances and its just not there. I have changed themes to no avail and checked that wp-config.php does not contain code that would prevent me from viewing the editor. I am also logged in as administrator.

As I have read all previous posts on this I have no “Network Admin” in the top right.

Please help guys
