I need a user editable map plugin

Hi all,

I’m after a plugin that allows users to post map markers, to edit them and remove them. Users will need to be able to edit the map without logging in.

This part of a disaster recovery effort after a large storm and we are trying to map fallen trees, fallen power lines and flooding. This will used by a large number of emergency service staff on their phones in the field.

I’d also like to able list details about when that map was lasted edited and text fields for notes.

I’m sure a plugin already exists to do this, I’m just having lots of problems finding one.
