I see no UI buttons in page or post editor

In WP version 3.9.1 I see no UI options in posts and pages. I don’t mind about that, but would like to know which shortcode to use for spoilers.
For instance, how do I set a title?
I tried:
[wpspoiler title=”Whatever”] and [wpspoiler title=’Whatever’]
But the text remains “Show content” in the spoiler’s accordion.
I found no documentation on this anywhere.
Can you guide me to the roight documentation?
