I think it’s the best table of contents plugin

It’s easy to use, has a nice set of customization features, and the styles look great out-of-box. Having a shortcode, block, and auto-insert method makes it really flexible.

The only thing I found it lacking was a way to exclude the auto-insert on posts in certain categories, but there was a PHP hook inside the plugin that made that easy enough.
