iBusiness theme has no menu

This theme: https://newwpthemes.com/wordpress-theme/ibusiness/
This site: https://dev.setup.ee/gree/No menu even with blank installation (no plugins no nothing)
WP version 2.9.1 and previous give Fatal error after installation so can’t use those as well.
Any ideas on how to get menu working there?
