ics file erro

I want to import an ics file into my google calendar. There were 0 items imported. I ran a check at https://ical-validator.herokuapp.com/ and it came back with 13 errors in the file.

There was one error
! Invalid property: TZID
! Specifying the charset in the MIME Content-Type is mandatory

Notice the error is in the Apple Structure line. How do I need to structure the data to get the ics working? I am thinking maybe I cannot export the region (which I need for the website).

So, the question is:
How do I fix the two errors in the ics and
How do I export ics without the region.
