*|ID|* does not work in a anchor tag.

When i try to use *|ID|* in a anchor tag href, it does not convert to subscribers ID. It works well when used in other html tags.
e.g.
<a href="[URL]?user=*|ID|*">Click Here</a>
does not convert the *| ID |* in to a subscriber ID. But it url encodes everything. Any solution for this ?
