Id of plugin into www.ads-software.com to add a “favorite” link into wp-admin/plugin

Good morning,
i would like to know a bit more about the ID of the plugins into www.ads-software.com in order to add a “favorite” links directly to the wp-admin/plugins.php, (just after “détails” into the description column)
for exemple, the plugin-organizer id into www.ads-software.com page is 19456,
is there a list or and API to get the list of id of the plugins.I’m still not able to locate the correct line into plugins.php
Would you be kind to help me finding the right information and location ?
