ID reset to 0 and add new doesn’t work

I created a new effect and the ID went to 0 even though the last one I created has an ID of 8. I then tried to create a new effect and it just doesn’t do anything.

I click add new, then select a style, I enter a name in the style settings popup, hit save, and then it goes to the General Effects select a style page. No additional styles show up on the Image Hover tab.

Not sure what’s going on exactly and would appreciate any assistance.
