If No Slider

I want to add a widget that only appear in the place where a slider would go on the home page if a user selects “No Slider”. That way we can replace the normal slider with a temporary image or set of widgets, etc.

I can handle inserting the widget, but the slider conditional is eluding me. How do I simply say If no slider, then…
