Ignore sender email and force activation?

I am getting the following message:
Plugin is not active.
Ignore sender email and force activation.
Check this if you use IAM credentials, have validated sender emails for the SES endpoint you are using, production Email test is OK but you can’t activate the plugin.I have set up everything correctly, including verifying the domain in ses via dkim.
What is causing this error to be generated, even after “forced activation”?
