Im developing a theme and need to manage it from admin panel, how to do it?

Hello

I am developing a theme.
This theme has come options that the user need to choose one.
I think that adding some panel to the control panel is the correct way to let the user manage my theme.

But i do not know how to add this admin panel stuff, can anybody point me in the right direction?
