Image optimizing is disabled on Localhost

Hi! I have connecting issues:

Trouble connecting your website
Connection issues can occur for the following reasons. Fix them to proceed.
Image Optimizer plugin  is not installed and/or connected
Rest API is blocked
Website is not available or has an invalid SSL certificate
Security plugin or firewall is blocking 10Web service IPsGot It

And I have an error at the image optimzer dashboard:

Image optimizing is disabled on Localhost. Please install the plugin on a live server to optimize images.

(Its not localhost)
