Image sizes get forced?

Hi there,

I noticed a change in the WordPress media handling since one of the latest updates. First, when an image had a size of 100x100px and the thumbnail size was 200x200px, the image didn’t get a thumbnail variant of 200x200px (which would stretch the image). But, now this is happening for images with a smaller size than the media variants, resulting in pixelated looking images.

Is it possible to stop the image sizes getting forced when the image doesn’t have these dimensions? So instead of forcing the 200x200px of a thumbnail size, make this the max size for a thumbnail?
