Image Title Attribute Missing from featuring images

I still use the classic editor and am uncertain if that’s the issue. However, I noticed that the Image Title Attribute is only available on thumbnails but not on featured images. If I add the title to the field on the thumbnail, it works fine and shows up when you hover over it in the actual post.
However, that field does not crossover to the same image when it’s used as the featured image (in my case, always). If I click on the featured image, it takes me to the media library and there is no such field.
I tried using a plugin that was supposed to use the title of my images and fill that field in but it didn’t work.
I realize some people don’t provide a proper title for their images but I always do and I’m guessing most people do as well. Why won’t WordPress by default or provide the option to opt in to have the image titles used as the image title attribute so that screen readers will be able to read it (which I would think they could already do because there is a title field) and when you hover over it the title appears?
Even if you provided the field for featured images, having to go back and enter over a thousand titles would be time-consuming. It seems to me that would be an easy fix to integrate it since it’s already there for thumbnails. It would be really nice if you could pull the image title and automatically fill in that field with a simple opt-in.
