Image titles

Hi,
I’ve added both Title and Alt-text meta data to my images, I’m not sure whether the alt text is working, but the Image title is definitely not showing up on hover. Is this something wrong in my theme/ customise settings, or perhaps a wordpress setting? I’m new to word press and can’t seem to find any current help topics to point me in the right direction. When I enter the text in the media settings. I don’t use any < > tags or the like, it’s just plain text.
