Image upload and display webite

Hey guys

I’ve been using WordPress for a while now and have been wanting to create a little community website where users can share recipe and images. My question is simply can this be achieved through WordPress?

I know there are plugins for sign ups etc but what about actually uploading images and recipes to a main html page?

Any help would be greatly appreciated!
