It looks like it’s a “normal” image block. What happens if use the little arrows to move it up? How is your page constructed? Are you using the block editor?

The contents above it are all one big classic block. You’re going to have to convert that big classic block in to smaller blocks in order to put the image block anyplace inside that content. See https://i.imgur.com/VKT0Agg.png
