Images and Links Hover Opacity effect

Hi how do i replicate this effect like in this link when one clicks on the images “For IT and field Service operations” https://www.workmarket.com/how-it-works, 2 things happen
1) The entire image gets highlighted and is clickable
2) There is some opacity added to the image on clicking

Please help
