Images are lazy loading when they shouldn’t be

I have lazy loading turned off, as shown here https://wordpress-195297-2073500.cloudwaysapps.com/wp-content/uploads/2021/07/Screen-Shot-2021-07-30-at-5.24.34-PM.png, but the images are still automatically loading. The desired functionality is that if the user wants to see more images they can click the load more button, but if they don’t want to see more images they don’t have to. I’m pretty sure this was working fine before. I’m on the latest version of WordPress, 5.8, and the latest version of your plugin, 3.0.9. I’m on the default 2021 theme and all other plugins are disabled. Happening in Chrome, Firefox, and Safari.
