    I’m importing products where the image is an internal url (starting with “file:///”) but the image imports all fail because the software says the url format is wrong. The whole point is to avoid trying to load images into the image library in advance of loading the product.
    according to the documentation this should work

    Can you please share how are you importing products on your site so that we could address you more effectively?

    Additionally, I’d like to understand your site properly, please share your System Status Report that you can find via WooCommerce > Status. Select Get system report and then Copy for support. Once you’ve done that, you can paste it into your reply here.
