Import hangs at 64% ‘Restoring Database…”

Hello, trying to import all-in-one to a fresh wordpress install for a dev site but when I try to import the live site it gets most of the way done then hangs at the second step 64% finished, with the message “Restoring Database…”

I’m on my third attempt. How do I resolve this? Is there an error log or any way to check why it is failing?
