Import not creating all necessary tables

I went to updated a local dev environment with the latest version from the live server, but when I ran the import on the export file it only generated the wp_options, wp_links, wp_comments, and wp_commentmeta tables. I unzipped the export file to double check the information for the other tables was there, and it was, and since the wp_users table isn’t generated I can’t actually log-in. I tried wiping the local instance, reinstalling wordpress and paid for the unlimited extension in case it not fully importing was a file size issue, but that didn’t correct it either. Have replicated with two different live sites trying to migrate them back down to local dev instances.
