I’m having this same issue. Did you get it to work?

i, too, have exported from one WP install and then imported into another and no attachments are coming along for the ride.

the really frustrating thing is that i imported one blog this morning and it worked perfect.

then i moved onto a second one and it imported maybe 12 out of 85.

lastly i imported a third WP install and it imported 0.

there are quite a few threads about similar instances of this and as far as i can see, no one has come to a good resolution.

You can, manually, copy the images over to the same location on the new server. Should work.

Of note: If the files aren’t actually ATTACHED to the post (like you up’d them in the media center NOT the post), they often get left behind. Also, if your server runs out of memory importing the posts, sometimes they get dropped :/

that’s what i ended up having to do, the problem is that it seems there is a better way than FTPing hundreds of files.

an import/export feature should get all the media (which was uploaded on a per page basis). if someone didn’t have FTP access, how would they get their attachments?
