import subscribers no longer works

I am using the “+ Add Subscribers” button to manually add our paid members to Jetpack’s subscribers list for our organization. It worked for a while… until it reached 129 subscribers. Now, it says it will email me as soon as it finishes processing the batch of 6… but I NEVER get the email at all. Nothing, no notification of 6/6 or 0/6 subscribers added. I’m starting to wonder if I added people too fast and Jetpack had some kind of safeguard in place in case bad apples (ie spammers) spoiled the basket. In any case, I’m not a spammer, I’m the webmaster for a non-profit organization made up of members who all opted in to being notified whenever there are new posts on the website.
I also tried importing CSV files early on, but that was even worse. It never worked. Even when I took 100 email addresses in an otherwise blank Excel sheet and saved as comma-delimited CSV, it didn’t work. I manually edited the CSV in Notepad and put commas after each record, didn’t work. I removed all line breaks, didn’t work. Even though this part frustrated me to no end, this CSV importing problem isn’t the main reason I’m writing. I just can’t get ANY method of adding subscribers to work – it seems I’m being deliberately blocked from adding any new subscribers.
My organization has had to put a hold on articles that were scheduled to be published because of this – as it stands right now, a little more than one-third of the members would receive notifications of new posts, and the others would not.
