Important content; users only

My wordpress install goes back 9 years. It’s rickety. It has old plugins and is generally a complete cluster fsk; redirects are icky and well, I was thinking to myself “Is it possible to scrub and start over”? Specifically, is there a way I can do an import of the databse to a new wordpress install, keeping the posts and page content, the media (pictures) and the users, while just leaving the rest behind? I don’t know enough about wordpress database and dependencies to know if that’s even possible. Please tell me it is. ??
