Importing WP export not retaining category hierarchy

I’ve had issues with the wordpress import/export feature as it doesn’t seem like a good way to backup/migrate wordpress sites. Recently I just discovered that it doesn’t seem to preserve Category hierarchy, all all my sub-categories (of which there are a lot in this site) have become tier 1 categories!
Is there a trick or a better way to migrate a wordpress site? Post attachments is another flaming issue with this as well.
