Improve Error When Un-Registerd User Submits Question

When New Un-Registered user attempts to submit the questions, login or sign-up section should be highlighted.

Instead, Sending Questions Section Shows-up. This confuses user and they complain thet Question is not getting submitted.

Instead of showing Submitting Answers, Error handling should be performed to show User Should Login or Sign-up to submit the questions.
