In version 9.3, if I uninstall or deactivate I get an error.

In version 9.3 if I uninstall or deactivate the plugin I get an error.

“you do not have permission to access the file”
When I get this error?
– when i delete the plugin (wp cerber) via ftp
– when i try to uninstall or deactivate the plugin
– when i try to go back to an old version 9.2 for example

consequences of the error:
– i lose the web admin bar. and admin access. i report this error so they can improve in future versions.
