In which file is Feed Error Message located?

I have some RSS feeds in my sidebar, and often I get this message when the page takes too long to load :

“An error has occured; the feed is probably down. Try again later.”

I would like to edit the message to say something else.

What php file can I find this message in, so that I may change it? – Thanks !
