In WordPress.com with Business Account says ‘Not Supported’ when downloading

It seems WordPress.com is actively preventing users from installing this plugin on their servers. Unfortunately this isn’t something we can help with so you’ll need to reach out to their support team and ask them about it.

Alternatively, you may want to consider migrating your site to a self-hosted WordPress setup so you can install WPP (and any other plugin/theme): Moving to Self-Hosted WordPress (also a good read: How to Properly Move Your Blog from WordPress.com to www.ads-software.com).
