Inactive widget showing on sidebar when not logged in

    Hello, I only have two widgets in my sidebar and when I am logged in they show correctly. When I visit the site (not logged in) in either IE, Chrome, or Firebox, the only widget that shows up is the categories widget that is inactive and has not been used. And the categories show up twice. Can this be a database issue? Or can someone give me an idea of what might be going wrong?
