Include Scrollbar to the div tag in php file under theme folder

  • Hi,
    I am very new to wordpress site development. I am displaying the recent posts based on category in a div tag as links. The problem is “to make the div tag scrollable if the number of posts is greater than 2. But it should not show the scrollbar.Up and down arrow images should be displayed at the top right part of the div and the content of the div should be scrolled when we click this u/down arrow images.”
    I am trying to implement this in a php file under my theme folder.
    I tried 2-3 js , but its not working.Can anybody please tell me how to include js file in my php file correctly. my js file is in thepath
    wp-content/themes/mytheme/js/jsfile.js.

    Pls help me since i am very new to wordpress
